The Baphomet

the Baphomet is an alchemical image, leading to enlightenment and understanding of balance. Fertility, Masculine, Feminine, Wisdom, he represents all these, not a god or deity. The imagery and knowledge behind such represents that you are God. We are God. Each and every one of us. Having the power to create life and take it away, in every aspect of being. So much more that is unknown but will be discovered throughout life itself

But It means what ever you believe it means. Duality only exists in our perception. It's a human concept for the physical realm. Transcending duality is the end goal of alchemy, mysticism, religion, any form of spirituality. What is sought is unity. 

The image of Baphomet was drawn by Eliphas Levi in the 19th century to represent the eternal male/female, beast/human dichotomy. He's not a deity per se. This image would go on to be used by the artists and members of the Golden Dawn in the first truly modern Tarot deck (AE Waite and Pamela Coleman-Smith) as the 14th card (numbered as XII but because the Fool, the first and last card has a value of 0) The Devil, but Baphomet is the Sabbatic Goat, a combination of Pan and other beastly image with esoteric symbols. Crowley, the most famous magician of the early 20th Century would go on to use it in his Gnostic ceremonies. And again, not the Devil

In the transcripts of the Templar interrogations, no one really said Baphomet. That would be what the French King and his Inquisitors would come up with. The supposed god that they 'worship' was likely the head of whom they believed to be John the Baptist. Once they entered Jerusalem, their religion swiftly changed as they came into contact with many books that we now call the Apocrypha.

So no, he is not a manufactured deity. He's not a deity at all. He is a symbol of the dichotomy of the universe and is used as a way to channel human will to change the universe as we know it or used in Magick.
